Iωάννης was born in 1861 in Ιωάννινα, the son of Λέων Mελάς and Eλένη Σακελαρίου.
He died in 1940 in Αθήνα.
His wife was Kαλλιόπη Xαρισιάδη. They were married, but the date and place have not been found. Their only known child was Λέων I. (1899-1982).
